Village of Oblong

The Village of Oblong Board of Trustees met in regular session on Wednesday, October 3rd, 2018, in the Farley Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd, Trustee Angie Fear, Trustee Jay Haines, Trustee Dave Hasty, Trustee Bill Burke and Trustee Jeron Harris
Absent: Trustee Debi Wilson and Treasurer/Deputy Clerk Jan Miller.
Others Present: Public Works Superintendent Gary Lanter, Chris DeWitt (WTAY/WTYE) and Tom Compton (Daily News).

The meeting was called to order at 7 pm by Mayor Fielder with everyone standing and saying the Pledge of Allegiance.

The Regular Board Meeting Minutes of September 5th, 2018, were approved with a motion by Jeron, and a second by Bill. Five (5) ayes, motion carried.

There were no additions or deletions to the agenda this month.

There were no Delinquent Water Bill customers at the meeting this month.

Motion by Angie, with a second by Jay, to adopt Ordinance #2018-O-597 “An Ordinance to Amend Chapter 24 (Motor Vehicle), Article 9 (Golf, Neighborhood Vehicle and UTVs) of the Revised Code of Ordinances of the Village of Oblong, Illinois”. Roll Call Vote as follows: Angie – aye, Jay – aye, Dave – aye, Bill – aye, Jeron – aye.

Motion by Bill, with a second by Angie, to adopt Ordinance #2018-O-598 “An Ordinance to Amend Chapter 7 (Business Code), Article II (Solicitors) of the Revised Code of Ordinances of the Village of Oblong, Illinois”. Roll Call Vote as follows: Angie – aye, Jay – aye, Dave – aye, Bill – aye, Jeron – aye.

Mayor’s Comments:

Teresa stated a Thank You card had been received from Crawford County Rescue Squad for the donation in memory of Randy Cox.
Teresa mentioned that Trick or Treat Night in Oblong will be October 31st, from 5 to 8 pm and anyone wanting to have Trick or Treaters will need to have a porch light on.
Teresa stated that Election Packets for the expiring 3 Trustees’ term are available. The dates for returning filled out packets is December 10th through December 17th. On the final day, the Clerk/Treasurer’s Office will be open until 5 pm.
Teresa stated that she and Ann Marie Hopkins will be meeting sometime next week to discuss the Dog Park progress. Teresa stated that as of now there is $5,600 in the Dog Park Checking Account.
Teresa mentioned that if Rural Oblong Water Customers are still having Republic billing problems that they will need to contact Dale Davis at 618-592-3122 and give her the following information: Republic Account Number, Their name and address. The Village will make sure to get the problems corrected.
Teresa stated that the Village had sent out 595 Sewer Surveys but only have received around 360 back. The Village still needs around 80 more surveys returned. She hopes that the gets that remaining surveys needed back by the end of the year.

Reports of Committees:
Police: Jay stated that he had nothing to report this month. Teresa stated that she would talk to Chad and David about some concerns with non-stops at the 4-way.

Building and Park: Gary stated that he and the guys are hoping to be able to start fixing the lights around the walking pathway that are burned out.

Sidewalks and Lights: Bill stated that he had nothing to report this month.

Street and Alley: Angie stated that she had nothing to report this month.

Water and Sewer: Dave stated that he had nothing to report this month.

Finance: Jeron stated that he had nothing to report this month.

Development: Bill stated that the Tax Sale for delinquent properties are coming up. Looks like the Oblong Clinic is expanding their parking lot.

Ad Hoc (Dilapidated/Unsafe Buildings): Teresa mentioned that the committee had met and that they are staying updated on the unsafe properties. At this time there were no Hometown Proud awards given out. There was one property was cleaned up after the owner received a letter from the police department. Teresa stated that there had been a TIF Grant application submitted by The Hair Connection (Amber Maus) for repairs to her building. Teresa stated that the amount was above the maximum of 3,500, which is the set amount stated in the application. The committee recommended to give the maximum amount of $3,500 to The Hair Connection/Amber Maus. Motion by Bill, with a second by Dave, to grant Amber Maus the maximum amount of $3,500.00 from the TIF Grant. Five (5) ayes, motion carried.

Motion by Jay, with a second by Jeron, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees. Five (5) ayes, motion carried.

There were a couple of other items of business this month.

Gary stated that it would be after the 1st of November before they will start using the leaf vac.
Bill stated South Range Street from Indiana Street north to Main Street will be closed around 3 pm on Friday, October 26th and all day Saturday, October 27th due to Oblong’s Fall Follies. Also the first block of North Range Street will be closed on Saturday, October 27th. Teresa mentioned that there will be no parking around Main Street due to the Fall Follies.

Motion by Jeron, with a second by Angie, to adjourn the meeting at 7:22 pm. Five (5) ayes, motion carried.
