Village of Oblong

The Village of Oblong Board of Trustees met in regular session on Wednesday, December 4th, 2019, in the Farley Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd, Trustee Angie Fear, Trustee Jay Haines, Trustee Dave Hasty, Trustee Bill Burke, Trustee Keith Waldrop, Trustee Jeron Harris and Treasurer Jan Miller,
Others Present: Police Chief Chad Pusey, Public Works Superintendent Gary Lanter, Tom Compton (Daily News) Chris Dewitt (WTYE/WTAY) and Nick Hinterscher.

The meeting was called to order at 7 pm by Mayor Fielder with everyone standing for the Pledge of Allegiance.

The Regular Board Meeting Minutes of November 6th, 2019, were approved with a motion by Jay and a second by Dave. All ayes, motion carried.

There were no additions or deletions to the agenda this month.

There were no Delinquent Water Bill customers at the meeting this month.

Nick Hinterscher came before the Board to ask if the taverns could stay open until 1:30 am, with last call at 1 am on Tuesday for New Year’s Eve. The Board granted his request.

Jamee Huber did not show up at the meeting this month.

Motion by Dave, with a second by Jeron, to adopt Ordinance #2019-O-610 “An Ordinance Amending Chapter 38, Utilities, Article III – Water System Code, Division II – Generally, Article III – All Service to Meter, Article V – Wastewater System, Division III – Private Sewage Disposal of the Revised Code of Ordinances for the Village of Oblong, Illinois”. Roll Call Vote: Angie – Aye; Jay – Aye; Dave – Aye; Bill – Aye; Keith – Aye; Jeron – Aye. Motion carried.

Mayor’s Comments:

Teresa read a Thank You Card for the Village Board from the Village Employees for their Christmas Meal.

Teresa stated that the Village had received a Thank You letter from Paul Hadron, Event Organizers for the Metal Meet. (See Attached Letter.)

Teresa mentioned that the Village had received two letters from MediaCom about changes they will be making in the month of December. The letters will be on file in the Clerk/Treasurer’s Office.

Teresa mentioned that there were over 20 residents at the Scam Awareness Meeting on November 19th, which was presented by Oblong & Robinson Police Department.

Teresa stated that the 2020 Census will kick-off on April 1st, 2020.

Teresa stated that the Santa Train will be in Oblong on Sunday, December 8th at 11:15 am.

Teresa mentioned that there will be some office changes with the Police Department, Clerk/Treasurer’s Office and her office.

Reports of Committees:

Police: Jay stated that Part-time Officer Jonathan Heatherly has resigned as of November 27th, 2019.

Building & Park: Keith stated that he did not have any news on the state funding for the pathway project. Keith asked Gary about the Watercraft Landing Sign. Gary stated that it has been ordered. Keith also mentioned about the door hinge on the west outside doors. Gary stated that it was ordered from Hayden’s. Gary mentioned that the Campgrounds had been inspected last month and that there were no violations found.

Sidewalks & Lights: Bill stated that he had nothing to report this month.

Street & Alley: Angie stated that the committee had met to discuss some issues. (See attached committee meeting minutes.)

The first issue is parking in the 700 block of South Garfield Street to the corner of Florida Street. The committee recommends that there be a “No Parking to Corner” sign placed about 40’ north of the corner on the west side of South Garfield Street. Motion by Angie, with a second by Bill, to place the sign. Five (5) ayes, one (1) abstain, motion carried.
The second issue involving the alley behind the Fire Station and businesses on the north side in the 100 block of West Main Street. The committee recommends make it a one-way. Motion by Bill, with a second by Jeron, to make the alley one-way (west to east) and post signs. All ayes, motion carried.
The third issue is that the door of shop building, where the new street sweeper is stored for the winter, needs to be widen so that there is room enough without rubbing.

Water & Sewer: Dave stated that he wanted to thank everyone involved with the wording changes and ordinance so the Village Codebook is up to date. Gary stated that there had been an IRWA training session here on Tuesday, December 3rd, attendance was 45, which is the most for this area. Gary mentioned that there will be another one in April.

Finance: Jeron stated that the one Revolving Loan that is behind has had a payment made this month and is planning to get caught up this month.

Development: Bill stated that he had the deed for the Heck Property. He also stated that there are a couple of individuals interested in purchasing the property as is. There was some discussion on how to handle the sale of the property. Bill stated that the Village expense on this property will be around $3,100. Bill stated that there has been three new lots sold in Park Meadow Subdivision. Bill asked about additional streets. The Village’s portion of the TIF property taxes are for use in building more streets and utility services.

Ad Hoc (Dilapidated/Unsafe Buildings & Ordinances): Teresa stated that the next Ad Hoc meeting is scheduled for January 29th, 2020, at 3:30 pm.

Motion by Jay, with a second by Angie, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees All ayes, motion carried.

There was one other item of business this month. Dave stated that he will start working on the Oblong 54 Club again in January, so the organization meeting will be later instead of January.

Motion by Jeron, with a second by Angie, to adjourn the meeting at 7:32 pm. All ayes, motion carried.
