Village of Oblong

The Village of Oblong Board of Trustees met in regular session on Wednesday, June 3rd, 2020, in the Activity Center Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd, Trustee Angie Fear, Trustee Jay Haines, Trustee Dave Hasty, Trustee Keith Waldrop, Trustee Jeron Harris and Treasurer Jan Miller,
Absent: Trustee Bill Burke.
Others Present: Public Works Superintendent Gary Lanter, Police Chief Chad Pusey and Angela Downing (Daily News).

The meeting was called to order at 5 pm by Mayor Fielder with everyone standing for the Pledge of Allegiance.

The Regular Board Meeting Minutes of May 6th, 2020, were approved with a motion by Keith and a second by Jay. Five (5) ayes, motion carried.

There were no additions or deletions to the agenda this month.

There were no Delinquent Water Bill customers at the meeting this month.

Motion by Dave, with a second by Keith, to adopt Ordinance #2020-O-613 “An Appropriation Ordinance”. Roll call vote as follows: Angie – aye, Jay – aye, Dave – aye, Keith – aye, Jeron – aye. Motion carried.

Motion by Keith, with a second by Angie, to agreed to support the “Back to Business Planning” that the Crawford County Board has adopted and to resume bookings for Activity Center starting June 8th. Five (5) ayes, motion carried.

Mayor’s Comments:

Teresa mentioned that the Crawford County Emergency Preparedness Committee will start meeting on the 3rd Thursday of each month. She stated that the Village Emergency Preparedness committee would start meeting just once a month if necessary.

Teresa mentioned that the Hootenanny will be June 27th, there will be fireworks after dark.

Teresa stated that the Antique Tractor and Engine Club are still planning to have their show on August 7th, 8th and 9th, if the Board would allow the Club to still use the Park. Board agreed to allow the Crawford County Tractor and Engine Club to use the Park for their show.

Teresa mentioned that the Village had received a Thank You card from the Oblong Food Pantry for the monetary donation to them.

Teresa mentioned that the Village had received a letter from the Illinois Municipal League/Risk Management Association that they have decided to freeze or possibly lower the premium for the Village’s Property/Liability/Workers’ Comp Insurance.

Teresa mentioned that the Village had received a Thank You letter from the Oblong Township Board along with the Oblong Cemetery Board for the Village allowing Paula Myers to take care of the Oblong cemetery’s landscaping.

Teresa stated that the police car on display Monday, June 2nd in memory of Jack Fancil receive lots of positive comments. The Memorial Ceremony for Jack will be Sunday, July 5th, starting at 3 pm.

Teresa mentioned that on Thursday, June 18th, Catholic Charities will have a mobile food bank here parked in the lot east of Rusty Nail Hardware from 11 am to 1 pm.

Teresa stated that she had received information on the Downstate Small Business Stabilization Grant. She had talked with Denise Jobe, City of Robinson, and Denise stated that she had talked with Charleston’s City Planner and that he had helped her. Teresa stated that if any businesses here in Oblong are interested to let her know. If there is some interest then the Village will hold a public hearing meeting.

Teresa stated that Jodi Wiman – Crawford County Life (county wide mental health advocacy & education group) has mental health signs throughout the Village. These signs will be taken down in July.

Teresa stated that the Golf Cart Stickers will be available starting July 1st.

Teresa stated that she had received information from 2020 Census regarding when they will start having census takers coming to get information from the citizen who have not done the on-line form. The Village Board okayed Teresa to have T-Graphics make 8-10 yard signs as reminders,

Reports of Committees:

Police: Jay stated that he had nothing to report for this month.

Building & Park: Keith stated that he had nothing new to report this month. It was mentioned that there has been a few kayaks and canoes on the lake.

Sidewalks & Lights: Gary stated that he had nothing to report this month.

Street & Alley: Angie stated that she had nothing to report this month. Gary stated that Ameren has a “Right Tree Right Place” grant program which if the village is approved the amount would be up to $2,500. The Board gave Gary approval to apply for the grant program from Ameren.

Water & Sewer: Dave stated that the committee will have a meeting on Monday, June 8th at 4:30 pm to discuss when the Village will reinstate that late fees on the Water/Sewer bills.

Finance: Jeron stated that he had nothing to report this month.

Development: Teresa stated that there were no new updates.

Ad Hoc (Dilapidated/Unsafe Buildings & Ordinances): Teresa stated that June Hometown Pride Award went to Gerald and Patty Weaver. She mentioned that the first weekend (Friday & Saturday) will be free camping starting this month and running through October. Teresa stated that instead of letters being sent out for tall weeds or grass and abandon vehicle that Chad will be issuing tickets. Teresa mentioned that Gary is getting street signs for the Fancil Memorial. The next meeting will be June 24th at 3:30 pm.

Motion by Jay, with a second by Jeron, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees. Five (5) ayes, motion carried.

There were no other items of business this month.

Motion by Jeron, with a second by Angie, to adjourn the meeting at 5:50 pm. Five (5) ayes, motion carried.
