The Village of Oblong Board of Trustees met in regular session on Wednesday, January 5th, 2022, in the Farley Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd, Trustee Angie Fear, Trustee Dave Hasty, Trustee Carrie Hays, Trustee Keith Waldrop, Trustee Jeron Harris and Treasurer Jan Miller.
Absent: Trustee Jay Haines
Others Present: Police Chief Chad Pusey, Public Works Superintendent Gary Lanter and Resa Shaner (Executive Director of Crawford County Development Association).

The meeting was called to order at 5 pm by Mayor Teresa Fielder with everyone standing and saying the Pledge of Allegiance.

The Regular Board Meeting Minutes of December 1st, 2021, were approved with a motion by Keith and a second by Jeron. Five (5) ayes, motion carried.

There were no Additions or Deletions to the agenda.

There were no Delinquent Water Bill customers present.

Motion by Angie, with a second by Dave, to adopt Ordinance #2022-O-628 “An Ordinance Amending Chapter 11 Entitled “Employee Policies” of the Revised Code of Ordinances for the Village of Oblong, Illinois. Roll Call vote as follows: Angie – aye, Dave – aye, Carrie – aye, Keith – aye, Jeron – aye; motion carried.

Motion by Jeron, with a second by Keith, to accept revised Village of Oblong COVID Policy with the understanding that there could be some wording changes concerning the Crawford County Health Department being able to send a letter stating that an employee has completed their quarantine and can come back to work. Five (5) ayes, motion carried.

Motion by Keith, with a second by Jeron, to pay Westmore Equities and Roger Colmark their portions of the TIF property taxes that were collected for Tax Year 2020. Five (5) ayes, motion carried.

Mayor’s Comments:
a. Teresa stated that the Village had received money from the Claypool Grant, which will go towards the cost of some handicap playground equipment for the Park.
b. Teresa mentioned that on January 14th and February 4th, there will be a COVID-19 Vaccine Clinic in the Activity Room of the Municipal Building which is sponsored by the Illinois Department of Public Health.
c. Teresa asked Dave if he had anything to report from the 54 Oblong Club. Dave stated that there will be a meeting on January 18th. He also stated that there had been a $10,000 donation from a citizen. He stated that so far, the Club has one project turned in (shelters at the Park). Resa said that CCDA could help with 501c3 accounts just let her know.
d. Teresa stated that the Rebuild Downtown and Main Streets Capital Grant for the Village has been successfully submitted as of today.
e. Teresa stated that Bart Nation has submitted a TIF Grant application for $400 to go towards a new sign for his business at 108 West Main Street, “The Toy League Collectibles”. Motion by Dave, with a second by Angie, to grant the TIF grant request of $400 to Bart Nation. Five (5) ayes, motion carried.
f. Teresa wanted to remind pet owners that their pets need proper shelter and food during the winter months, anyone can contact the Animal Control, through the Dispatch in Robinson, to report improper conditions of outside animals.

Reports of Committees:
Police: Chad stated that the Board had a copy of his December monthly report and the 2021 Year-end report. He stated that the numbers are still increasing. He mentioned that he and some of the part-time officers had gone to the visitation and funeral services for the Wayne County Sheriff Deputy Sean Riley; earlier this week.
Building & Park: Keith stated that the committee had met on January 4th. (See attached minutes.) Motion by Keith, with a second by Angie, to accept the estimate from Holt Backhoe Service of $5,200 for the removal and hauling off of a concrete pad on the adjacent property next to the Mini park. Five (5) ayes, motion carried.
Sidewalks & Lights: Carrie asked Gary about a street light located near Pizza-N-More. Gary stated that he is waiting to hear back from Ameren.
Street & Alley: Angie stated that she had nothing to report this month.
Water & Sewer: Gary stated that he had nothing to report this month.
Finance: Jeron mentioned that it was time to start thinking about Budgets for the Village’s next fiscal year. Jan submitted her monthly reports to the Board. Ladora stated that she had nothing to report this month.
Development: Teresa stated that there was nothing to report this month.
Ad-Hoc (Beautification/Ordinance) Committee: Teresa stated that the house located at 709 South Range Street is scheduled for demolition sometime in the near future. Teresa also stated that the owner of the property at 505 South Garfield Street has a dumpster agreement for clean-up.

10. Motion by Jeron, second by Angie, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees. Five (5) ayes, motion carried.

11. There were no other items of business this month.

12. Motion by Jeron, second by Angie, to adjourn the meeting at 5:37 pm. Five (5) ayes, motion carried.
